Mark Spencer is the President of the Phoenix Law Enforcement Association (PLEA) which represents 2500 rank and file law enforcement officers of the Phoenix Police Department. PLEA was founded in 1975. Since taking office in August, 2007, Spencer has lead PLEA through an explosive growth in membership as well as developing PLEA Charities to support a variety of community organizations that work hand in hand with law enforcement to improve the quality of life in Phoenix. Spencer is a sought after public speaker who worked hard on the passage of Senate Bill 1070, Safe Neighborhoods. In spite of the controversy that passage of this bill has caused Arizona, Spencer continues to advocate for secure borders to protect Arizona citizens and law enforcement officers.
